converting mags to 5 rds ?

Is the magazine legal if I rivet a spacer to follower, I don't like the fact that if the mag is riveted you cannot take it apart for cleaning.

The Norinco 20(5) M-14 mags are like that.

that's what they make those fancy mag brushes for- deprss the follower with something and clean as best you can- better in the old days when you could part into plate, tube and follower with spring
