Converting Modern Sporter to Restricted

Easy there partner, it's a valid question. He was asking about changing the classification of a non-restricted firearm into a restricted class firearm.

To The OP:

you would need to contact the firearms centre, tell them what you plan on doing: (Install a 11.5" or whatever factory barrel) onto your currently non-restricted firearm. They may or may not need/want pictures to confirm the status change an issue an FRT entry if it hasn't been done before.

Then you will need to wait until your new registry certification shows up before you can take it out or shoot it at all.

IMHO I would personally NOT change the classification, with all the stuff going on right now, there's no guarantee any of this gun ban stuff will pass in court. Don't give up just yet. In any case, having an "off the books" NR rifle is much better than having a registered restricted class firearm at this point in time...
 
That raises some issues, obviously, as your new restricted rifle would need to be verified and given an FRT - I don't believe that it would be beneficial to the firearms community writ large to bring attention to these guns, generally speaking, but there are plenty of firearms where the restricted rifle came first, and non-restricted verifications were made later; it follows that it could be done in reverse. It may need to go to the firearms lab to accomplish this, however?

Just curious, will I be able to say transfer my Mk18 components to a MS or a Macabbee.
Pretty strange times upon us.

Can we not do this for obvious reasons? Those couple inches isn’t worth it for all just for looks. Imagine a couple months later they banned the MS too because it’s in the registry, and you still end up having a prohibited MK18 lookalike. What’s the advantage? While the rest of us lose the only “AR” ish platform...
 
I was thinking something along these lines myself and am glad someone asked. My similar question is would it be legal to have an assembled NR lower with an assembled NR under 18.5" barrel upper but not attached together to keep the gun still NR? The classification rules on our Reg Certs states we have 30 days to notify changes so could we not keep them seperate and the day we put the 2 together we still have 30 days to notify? Second part of this would we be allowed to use said gun legally at a range if it is not registered as it was just put together that day?

I could be way off here but would appreciate input.

I'm fairly confident that you cannot use the newly restricted length firearm until you have notified.
 
Since few folks here are actually speaking with any facts, I will since I have some experience doing this with other models. The Modern Sporter and SLR, like any other platform not restricted or prohibited by name/variant, is either restricted or non-restricted based on barrel length.

When changing the status of a firearm you have 30 days to report the change. Until your firearm has either been successfully removed from the registry in the case of conversion to non-restricted or properly registered and registration issued in the case of conversion to restricted, you must apply the more stringent regulations and rules of restricted status to your transport and storage procedures. It is important to note that you are not permitted to use the firearm until the CFC has been made aware of the status change.

There are many folks who suggest that it is fine to change quick swap barrels at the range but I sure wouldn't want to be in their position should they get caught. The law is fairly clear in that you must notify the CFC of any changes in status.

As far as having a restricted length upper that is compatible with a non-restricted lower while not being in possession of a registered lower to accommodate said restricted length upper, I would imagine it would show intent, and as such I would not recommend being in possession of a restricted length upper unless you have a compatible and properly registered as restricted lower. If that means you disassemble it and put it away in pieces when you have your singular lower un-registered, so be it. Now if you had your singular lower registered as restricted you could in theory have both a restricted and an unrestricted length upper, however so long as the firearm is registered in the CFC database as a restricted firearm and you haven't gone through the process of getting it deregistered it must be treated in accordance to the law as a restricted firearm.

I am not a lawyer but I do have a fairly strong understanding of the regulations and processes. I would suggest seeking legal advice before going any further to be sure you have a proper understanding for yourself of our laws and regulations.
 
Thanks for the reply, my main point in the question was to try and salvage our AR part less they become prohibited. There are shooters who only shoot restricted and at ranges. Most have a lot of capital invested in they’re ARs.

I had this idea when I first learned about the MS.
It’s a super bad idea because:
1) the resultant will be restricted and registering it is sheer lunacy
2) the DD receiver set will now be worth $200 or so

Just build a NR rifle and forget the 300$ DD barrel.
Great idea if the rifle were 18.6” long but really super bad with a 18.5” barrel.

Why not just buy a 18.6" barrel then transfer everything over. Keep it non-restricted.

Or you can buy one of these bolt action reciever sets that takes AR parts. Would still be non-restricted even with the shorter 16" barrel.
