The outside crack is visible approx 28" to 29" from end of stock or 10.5" from chamber.

Not sure it has to be fired again, I have other paper punching rifles in .22.
Gonna put her back together and that's about it I guess.

The moment the pressure goes off is on firing at the chamber area , 14inches ahead of the chamber there is less pressure as bullet exits barrel model 60 dime a dozen if you want to spend. Little money have a gun smith shorten and crown at 14 in as long as 26 in overall length is 26in no worries

You can't cut a rifle barrel down below 18". You can have one manufactured at shorter lengths but you (or a gunsmith) can't chop one shorter.
 
I still think it's from roll forming the barrel from flat stock; and would shoot it until (if) it ever started blowing smoke out the "crack"

You could V out the crack from the outside with a grinder/cutoff wheel and weld it up, then grind and polish and re-blue.
 
Wall hanger. Or offer to sell as parts. Lots of guys always looking for bolts, butt plates, triggers, etc.

Why waste time on a $150 rifle, when it will likely get worse, and any fix would be temporary at best.

These are not high end 22's, probably not worth sleeving or rebarreling. Nice ones, and some not so nice ones come up from time to time. I've bought and sold a few, one had less than 1 box through it, LN. Neighbour just got one given to him. It needs a new mag tube inner. Caveat: I don't like the Cooey 60, the sliding tube is a real bear to adjust when the rifle gets worn a bit. IMHO there are better 22's out there.

It shots OK, why not just keep shooting it, except, is that crack a safety issue. In a centerfire rifle it would be, in a 22, perhaps.

If you want to get some of your money out of it, part it out.

Nope. 457mm is the legal minimum length you can cut to. 470mm is the limit for a semi auto centerfire to remain NR. (~18" and ~18.5" respectively)

Well, you "can" cut it down. It's not hardened steel so a hacksaw would do the job. However, doing so is against the law and not recommended if a person wants to remain free and retain their wealth.

If you want to get really technical, if you can remove the barrel you can cut it to whatever length you want. Only barrels under the legal limit for handguns (106mm or whatever it is) are prohibited, a 16" rifle barrel you cut yourself is only a hunk of metal until its installed on a gun, at which point the gun is a prohib, not the barrel itself.
