I am lookink for a Cooey 39 bolt.

Western gun parts has them but unless your a lic'd smith that's government approved they will not sell you a bolt. I've asked !

Anything that requires possible fitting or altering to ensure safe function they will only sell to individuals licensed/trained (supposedly) to install such items, usually a gunsmith. In the case of a replaced bolt, it may require headspace adjustment. Whether it does or not is another story. There are a number of outfits who have the same policy. I guess they want to save a potential law suit.

I have check with Western Gun parts, they dont have it and like you said it as to be install by a gunsmith
