Is there a minimum velocity for standard jacketed bullets to allow for safe operation and reasonable accuracy and consistency? As an example could you load a 22 Hornet down to the 1400fps range with the Berger varmint grenade (+/-36gr) and get reasonable accuracy with a 1/14 or 1/16 twist? I realize expansion downrange would be dramatically different than it would be at the design speeds but would they group well out to 70-80 yds?

Yes, you can load them down. Just make sure you pick a powder that works well at those velocities. You can also use gas checked lead cast bullets at those velocities, makes for a very cheap practice round. - dan
