Looks like a 700 round can of M43. So most likely corrosive I would imagine.

I've been wrong before though. It might be x54r. What was it sold to you as?
 
Coincidentally, it was cold and snowy today, so I dove down the rabbit hole of researching spam can markings. Out came the label maker to label the info on my cans and empty lids I had on hand.
Based on what I learned, your can has the following info
7.62 Calibre 7.62x39
nc Standard steel core projectile
Copper washed steel case (rc is for lacquered steel case)

r89 Just a lot code
73 Year of Manufacture (this is the prime info to tell you it's 99% likely corrosive)
539 Factory designation (539 = Tula)

BY0n Powder type
38/73 Powder lot number and year of manufacture

WT Quantity 700

I think a combination of storage medium and date would lead one to a relatively educated conclusion.

I believe boxer primers didn't come until late 70s/early 80s. The spam can doesn't necessarily denote corrosive, though in conjunction with the date (1973), I would bet dollars to donuts that it is.

Some later calibers and rounds come in spam cans - ie. the 2020 Norinco .308 rounds are in a spam can and they are not corrosive.

Anything from the early 70s and earlier for 7.62x39 in spam cans I would treat as corrosive as they almost certainly are.
