Bewteen the powder and shot? It won't do anything other than burn. You can use home made cardboard disks for this when loading black powder. I would be extremely careful about modifying smokless loads/components.
Pure cotton has been successfully used as filler in black powder rifle cartridges loaded with compact charges of smokeless.
I don't think it would be good for shotshell wadding though. Just too loose and fluffy.
You need a firm fiber wad for shot shells.You can order them from Track of the Wolf.Just order the next size larger than what you are loading.EG for 12 gauge order 11 gauge wads.
