Couple of our 8.5 inch 870 Shorty Shotguns at Dlask Arms Corp.

Question. If you do not have barrels made could one simply not be cut down. Ie 28" to 14". I ask because i would like to do a shor 1100 barrel. I have a spare that does not look that grate and a fixed improved cylinder that i would like to get cut down and threaded for rem choke. Possibly a sight put on depends on the options.

Forgive the ignorance but would it be considered pro hib because of it being an auto loader with a short barrel or just because you would have modified an original barrel even if it did not come with the fire arm. I never looked into it fully just seen a couple and thought it would be an interesting and relatively cheap project.

You can't modify a shotgun barrel by cutting down etc. You need a manufactured barrel to be legal. It's silly.

It's silly but chopping down a previously existing barrel below 18" would make it prohibited. You could cut it down to a minimum of 18" and it would be legal, however it would become restricted because its semi auto. 18.5" would be the minimum to remain NR.

To go below 18" it would need to be manufactured that way from someone like Dlask (machined that way from a blank/stock). This would still make your shotgun restricted though.
