A shotgun is still a shotgun even with the rifled barrel for slugs. The velocity and dangerous range is much less than a rifle. Again, check the hunting regulations. If it isn't excluded there, it is legal.

I have a 6500 (2.5-16x40) mounted on a T/C Icon in .300 Win. Mag.........good long range clear cut gun for moose.
Stick the VTR out in the garden as a backbone for a scarecrow.
For what the VTR cost you could have bought a Savage & had $150 left to put toward a scope & had a much more accurate rifle.

Yup !...........own one.
Good accuracy (but nothing to measure up to the hype) AFTER I sanded down the contact points & free floated the barrel & replaced the litigationally correct factory trigger with a full adjustable Timney.
Next project........chop that ridiculous muzzle break & re-crown the barrel as soon as I can get access to my buddy's lathe.
With that useless sales gimmick appendage in the garbage where it belongs I should be able to turn my VTR into a swing on a dime deer rifle.......it's a .308 Win. not a .700 Nitro Express for fraks sake.........what do you need a muzzle break for?
If you're that much of a pansy that you need a muzzle break on a .308 Win. give up guns & take up crocheting.
I actually like the junky green quasi-military stock that some field testers have scoffed at & the wide fore-end grip makes the rifle shoulder really well for me........the scope cross hairs are in front of my eyes immediately on the pick-up without any repositioning of head or gun.
With the muzzle brake& 2" of barrel gone (down to 20") the rifle should point-on-target really quick.

what hype are you refering to? the gun is as accurate as remington claims, it shoots straight by your own admission. every gun manufacturer claims that their guns shoot straight.
do you really feel that the muzzle brake affects your accuracy that much? i dont see any harm in it being there and i really dont think having it has anything to do with being a 'pansy'.

Check the internet & you'll find myriad reviews claiming < 1/2 MOA accuracy.
Google "Remington Model 700 VTR" & you'll find them.
That might me true for them but it wasn't the case with my gun......it printed the occassional good group, sometimes several in a row from a rock solid bench rest, but there were several flyers.
People have a tendency to ignore flyers & pretend they aren't there but if they're there on the paper then how can you ignore them.
I own guns that give me consistent sub 0.5 MOA groups so it isn't my shooting.
I want to break the rifle in more after the barrel surgery before I say any more about it's accuracy.
Eliminating the frontal barrel to stock contact point probably eliminated the reason for the "flyers".
No.........but it's 2" of excess OAL & an ounce or two of useless, functionless weight.

When I first hefted the rifle it settled right in to my shoulder really well & it said to me, "With a little work.....we're gonna be friends".
I liked the oversized fore-end & feel that the stock isn't as crappy as some reviewers stated.
I just liked the way it felt in my hands.......what can I say?
I've bought several new & used guns over the years that after a little rehabilitative surgery became "Jim Dandy" hunting guns.
After I chop the "slotted marketing nonsense" off the barrel & re-crown I think I'll have a good deer rifle on my hands.
