With the bulk of the Lower Mainland being private land, finding an area where you can get permission will take some time knocking on doors in areas where you have seen coyotes. The other limiting factor is the abundance of buildings scattered throughout the farmland and bush areas that continually put you to in no shooting areas due to the restrictions on firearm discharge within proximities to buildings according to municipal bylaws. While these municipal bylaws are not generally enforced (yet), there are more greenies around all the time and although the powers that be may allow 'Farmer Joe' to shoot coyotes on his property, non locals may not be offered the same opportunity.
The interior and the amount of crown land available in the Merrit or Princeton areas may be a safer option.
