I bought some powder at the gun show in a non-original container and it says on it CR17 use 4198 data. The guy who sold it to me said it is a military powder bought in bulk. That would have to be IMR 4198 right ? Does that four digit number relate to other powder manufactures too?

THROW IT OUT. PERIOD. NEVER LOAD WITH A POWDER FROM A GUN SHOW THAT CAME IN A DIFFERENT CONTAINER. BE EXTREMELY CAREFUL, IF THE ORIGINAL CONTAINER IS OPENED AND MAYBE SOME USED OUT OF IT.

It may be that special powder they used to load cartridges meant for enemy capture. Designed to blow up and maim the user. ;)

A knowledgeable user might be able to make some use of the powder, but otherwise it is fertilizer.

Google around, and see if it is an older Ammomart powder (or you could always phone Ammomart and ask them). IIRC they used rectangular cardboard boxes, with a round tin lid. If it is an Ammomart powder, and it looks to be in good shape (not yellowing, no sour smells, no rust on the inside of the lid, etc), you ought to be able to cautiously proceed with using it.
