I am not sure I like how this proposal is worded....

Its basically saying to make sure other user groups are "safe" we need to keep hunters out?

If its a conservation concern for the goats shouldn't all user groups be restricted not just hunters?

Just makes me wonder what the intent behind this really is. Has a very distinct anti hunting stink to it....
