As mentioned your essentially making a blank load. The trick is getting the wad pressure higher than the usual 40 Ib. to help complete the powder burn. I would use a fast burning powder 700X, red Dot, etc. or whatever target load powder you have on hand. Set the wad pressure up to about 100 Ibs. using a one piece plastic wad. Add the ash, tamp it down good and add more until it will take no more, add an over shot card wad, crimp it down with a medium weight crimp so it won't relax, this will also create back pressure and help the powder fully burn off. You want a good solid colum of ash with the over shot card wad to support a good crimp. If not the crimp will just fold in.
Depending on what your looking to accomplish you could just add ashes to the shot like buffering, that would accomplish a ceremonial distribution of ash with very little fuss at the reloading bench. Hope this helps somewhat.
