Kind of tough to see with that picture. It's definitely not "staked" but I have seen circular crimps on primers, which it appears this might have. Either way it IS still reloadable. It's very easy to feel the difference when depriming if it's crimped. A quick swage or chamfer of the pocket and it can be reloaded without issue

I mis-spoke/typed. It's referred to as a ring crimp which your slightly blurry photo might show
I'll offer a divergent opinion and say that's not crimped. That's commercial brass, not military, and I'd be surprised if you could find any that was crimped. The few cases I have in 9.3mm aren't.
RCBS pocket swager in a press will take the crimp out if it is crimped (can't tell- looks like it could be, but maybe not). Pop the primer out and try to re-prime... if it goes in slick then no crimp. If it won't go in with a reasonable amount of squeeze then it is crimped.
