Suppose I had a pistol that I wanted tuned by a specific U.S. gunsmith ( I know we have good ones here). How does one get the gun to him and back without paying someome two hundred dollars to do it for you and waiting six months?

I would start by calling CFO and then ATF they are the main gov't agencies that will be involved. There won't be fees just paper work. And you will need to use only specific Courriers.

This website will help you out.

Importation of Firearm for Repairs If you cannot find a dealer or company that will ship your firearm to the states for repair, you may bring the firearm to the repair facilty and/or once in the states mail the firearm to the repair facility. A dealer might be found at this Lost Target link: Canadian Importing Firearms From U.S.
1. ATF F 6 PART 1 - PDF authorizies you to leave the firearm for repair.
2. ATF Import branch gives two options. Have the repair facility initiate the paperwork or you process the paperwork. Pre-approval is required by the ATF and will take several weeks.
  • a. Contact the repair faciltiy and request they fill out ATF F 6 PART 1 and import the firearm on their FFL.
    b. Failing that, you have the option of processing the paperwork.

    • [*]ATF ask that when you submit the paperwork, you include a letter from the repair facility stating they will be doing the repairs, and include copy of their FFL.
[*]ATF also ask that at the same time you submit the ATF F 6 PART 1, also submit ATF Form 6NIA (with state side hunting license).
3. Question on this subject should be directed to the ATF - Firearms and Explosives Imports Branch, (304) 260-1102.
* Nov 13, 2005: Thanks to John Ashcroft for doing the research. John reports the ATF was very helpful and answered all his questions in a timely manner, and recommends a call to the ATF before you start the process, to verify current procedures.

don't forget to tell CFO that your gun is being temporarly exported for repairs...so that when it's mailed back Customs and CFO won't be up ur arse as to why it's not in your possesion

The problem with that info is that it doesn't explain how to take the firearm out of the US again. Getting it to the gunsmith is relatively easy, you get the paperwork, take it in and UPS the gun to the gunsmith (you cannot use the US postal service as an individual to mail handguns) or physically walk into his shop and give it to him.

The question is how does the gunsmith get the gun back to you? Well, the best way is if he can do the work while you're there. If it's going to take a long time, you do have to use Form 6 Part 1 and then he sends it back to you... but he cannot send it outside the US without a DSP-5.

ATF knows nothing about export licensing, and I know of no US gunsmith who is AECA registered anyway.

I suppose the best way is to back into the US and have him send it to you at your hotel, or get a PO box and fetch it from there. Or you go and visit him and pick it up.
