Crosshair trouble

I recently purchased a like new cabelas euro (rebranded meopta meopro) 3-9x42mm. Not a mark on it and glass is clear as can be. However, I went to bore sight it tonight and the crosshairs don't move no matter how many clicks I move the turrets. Anybody else experience this or have a solution?

Try turning the turrets throughout their full range of travel, from lock to lock, but gently. And see if that gets the crosshairs moving.

How tight did you cinch down dem ring skrews?

Not tight, used a torque screw driver. 20lbs
