CRPS rule clarification

Newbie question: I'm just going through the CRPS rule book and looking for some clarification.
Within the production division it states that only one support bag is allowed.
Is this per stage or do you have to pick one bag for the whole event and stick with it?

Per stage. I shot most of the Eastern Canada events and everyone was swapping out depending on stages.
