I contacted Crusader Arms directly last week and inquired if they had any plans to release a builders kit.
At this time they do not plan to and gave me a breakdown of the cost of the propriety parts if you wanted to build your own, which would be basically the cost of buying a complete rifle.

The response I got back from Crusader Arms:

A billet upper and lower receiver combo does NOT cost $1500.

This is circular logic using their price gouged component prices.
