I don't think you can change a gun's classification to NR simply by modifying it. It works the other way though=easy to make a NR firearm into R if you're not careful.
I wish these guns were NR, I'd get one tomorrow if they were.
You can, as it's a restricted rifle not a handgun (if it were a handgun you'd be correct, no way to go to NR).
If it was over 26.5" it would be NR in this case.
I've found an buttstock adaptor that can be used to put on a normal fixed buttstock, but it's the barrel that would be the issue.
With barrel length being irrelevant (being rimfire and all), you could glue a piece of wire to the front of the gun as long as it made the length over 26" and was permanently affixed. Troll the RCMP right back.
CSA makes a UK variant that is 600 mm long, (60 mm short of our NR length) with a 12" barrel.
Price is a sticky point though, the UK rifle retails 900 pounds in the UK which is approximately 1.5k CAD. There is probably a little UK mark up/tax but I wouldn't be surprised if it would be priced around 1k in Canada.

Tokyo Marui makes a modernized airsoft VZ 61 skorpian. Wouldn't surprise me if they photoshopped the .22lr magazine to an airsoft VZ 61.
