A lot of that $15K will be spent on the Rigby logo engraved on the rifle. One can have a rifle of equal or better quality built for less by a top shelf gunsmith. A guild builder or equivalent would be the place to start.BEST off the shelf production rifle with blued steel and walnut? Calgary Shooting Center has a few Rigby Highland Stalker rifles in stock and ready to ship. They start at $15k
The T3 Hunter with walnut stock is a nice upgrade over the poly stocks. All mass produced consumer grade rifles are made to sell at a certain price point. All of them have certain tradeoffs to keep costs low. I like Tikkas because the barrels are the same quality as their high end Sakos, and they usually shoot wonderfully. Some people don’t like the one-size actions or the plastic bits but those can be replaced by aftermarket parts if you wish. I have never seen a Tikka with tool marks, burrs and/or unfinished metal/woodwork. Browning/Winchester make some nice rifles, they just don’t speak to me the same way as my Tikkas.

Ive never owned a Winchester or Browning that was as accurate as a Tikka but theres so much more to know before saying whats what and really asking people you dont know whats best is silly. Tell your buddy to visit a LGS and handle all in his price range. Each will feel different and have its own good and not so good points. Mag or drop plate, weight, hollow synthetic stock, wood, etc etc.Hi
