H&R Sportster is on the market, comes in 22LR, 22 Win.Mag. and 17HMR.
There are a number of choices:
Walther, Anschutz, Vostock CM2/Ural etc,
Savage also makes one.
On a side note I have a conversion piece for a Kimber SVT. It fits into the mag making it a single shot. Works very well. I imagine other rifles could also use this if you wanted a mag fed bolt action to work as a single shot.

Uberti has really stepped up their game, both the low wall and the rolling block rimfires are really well done. If you want to up the anti a bit, C-sharps is making a low wall in a rimfire, very nice, but pricey. With C-sharps you can add options as much as you want, as long as you have the cash.
If it's for kids, or very small adults, the Savage single shot bolt actions are nice. And inexpensive. There is a new model out, and Wholesale is selling off the previous models.
Savage also makes adult-sized single shots based on their current Mark II platform. All of the above come with the adjustable accutrigger, which I think is a great feature for teaching kids.
