Custom Ruger No.1 - looking for a gunsmith to do the work

A buddy of mine has purchased a Ruger No. 1 and wishes to rebarrel it to 6.5 x 55. Normally that would not be a big deal since Ruger used to make them in that calibre. In his case he wants a CM (not SS) 30 inch barrel, octagonal for the first five or six inches with the remainder round. He also wants a black & grey laminate custom stock & fore end with some fairly specific design features. He has also designed a rear iron sight that needs to be constructed with an appropriate front as well. He has made several enquiries about the barrel without a great deal of success.
My question is simple..... is there a gunsmith / gun maker out there (in Canada) that can do the complete job, acquire the barrel, etc etc. He is fully aware that this will take a fair bit of time and a significant investment.

The barrel doesn't sound like it should be a big deal although I would want a short (3/8 inch or so) round section to contact the receiver. A laminated stock "with specific design features" might be a little difficult to sell many stock makers on. Generally speaking, stock makers have to like the results of their labour. Can't comment on the sights since I don't know the specifics.
