Cutting flash hider into a barrel

Saw a post somewhere, I believe related to the ACR thread, where someone had a three-prong style flash hider cut into their 18.5" barrel to save the weight and length of adding a thread-on flash hider.

a) does this affect overall length from a legal perspective?
b) which gunsmiths could/would perform this service?

I would like to put my xcr-l on a diet, this just might be the trick.
 
I've seen these barrels in action. They 'ping' with every shot, the prongs vibrate like a tuning fork.
 
I won't do a pronged suppressor this way.

The prongs need to be heat treated properly or they will be spreading out and breaking off.

If you want to go this way do a birdcage style.
