Cycling problem with Savage Ranger (1900 era pump gun)

My friend has this Savage Ranger 12 gauge. Serial # puts it around the year 1900 he said.

Anyway, when you shoot, you need to activate the slide release button to reload. Can't just pump and shoot. It's got a funny little locking lug on the top of the shotgun, I wouldn't be surprised if somethign is sticking there. Any ideas? I've never encountered this shotgun before.

I had one of these double hump backs a couple years ago and had it all apart.
Just can't get me knogg'in to bring much up on it.
That mag tube threads in and out to make it take down.
I wonder if it isn't threaded enough in or out for proper operation?
 
Don't you have to push the slide forward a fraction first, to unlock it? Kinda like on the Winchester 1897 and Model 12 shotguns? It was a safety feature to prevent a hang fire from being cycled too fast and having the shotshells explode in front of the shooter's face!
