Cylinder stop problem

Hello i just purchased a .38RF single action made by Hopkins & Allen. When the cylinder is out the action works fine (hammer stays back). When the cylinder is in it will not rotate. The cylinder stop looks stuck and does not move when i pull the hammer. Is there a way to fix this? Is it hard to fix? Does anybody know a smith that works on these old girls? Thanks .
