The Wby Sa-08 is made by ATA and the CZ 712/720 's are made by Huglu so they are not the same gun.
I have no experience with these guns but 10 years ago they had a varied reputation both for quality of finish and reliability. Having said that they are still on the market so one would have to assume that the product has been improved.
I've seen some problems with ATA guns too but I'd hedge my bet on the Wby Sa-08 which has a good reputation and a similar price point.
Randy Wakeman doesn't have much nice to say about the CZ720 - finish, trigger, safety unacceptable.
Weatherby SA-08 has significantly better reviews. They are not the same gun.
Mossberg SA-20 made by Armsan also gets very good reviews.
Randy Wakeman did a very positive review of the Weatherby SA-02 as well as the Mossberg SA-20, which as mentioned is an Armsan A620. All the semi-auto Armsan gauges are built on the identical platform and they are very good guns. The CZ guns don't have such a good reputation, and could be a risk not worth taking with all the other better options available
I had a 712. Nice wood, ran anything I fed it flawlessly. It was a canoe paddle in my arms however and I swapped it for a better fitting gun. I would have kept it forever but for that it fit me horribly.
