Is the Kadet kit considered a firearm?

Depends who you talk to. The frame of a pistol is the part the Canadian government cares about. If you're thinking of importing it will be tough to find an American company that will export it. I tried and ended up buying from Wolverine.
 
I would say it depends on your intended use.

If you are exclusively target shooting, the CZ is hard to beat.
I have 2 CZ's (9mm and .40) the are great shooters.

If however you intend to CCW (one day it WILL be legal in Canada again), go with the M&P due to weight considerations. I have carried a full sized 1911 all day long and I can honestly say that by suppertime, you want to get the damn thing off your belt!

I can carry the M&P all day and into the evening without discomfort. If the gun is uncomfortable to be carrying, you won't!

Hell, get both!!!
 
you should be able to compete with the CZ75b, its a service pistol (good IDPA, and ATHL anyway, Im not sure about IPSC)

I compete in IPSC and IDPA with my CZ75B.
I want my daughter and GF to also compete and need more than one gun.
I figured instead of buying another of the same, I would try out the M&P or G17.

buy a CZ shadow and then you give the GF and daughter the regular 75 most days. If the shadow isn't idpa legal you take back the 75b for the day. Thats the best possible outcome. You get one of the top ipsc production guns, you can run most if not all the mags, belt, ammo etc. from your old gun, and your ladies get a nice heavy (read recoil absorbing pistol), reliable pistol in a decent, affordable caliber.
 
Both in 9mm. Both similar in price.

Which would you choose and why? I've only handled the CZ and fits me really well.

I do like the accessory rail on the M+P.

i had both, still have the CZ75 (in 40). I sold the MP because I didn't like the 'fit' in my hand, and because of that I sucked at shooting it (even with the 3 different grips). Friends who used my MP had no issues, it was just me.

I love the CZ. To date I have shot 4,690 rounds (yes, i am that annal that i count rounds!) with out a single issue. Eats anything that i feed it.

It all comes down to 'how does it feel".

You mentioned that you like the fit of the CZ, have you handled the M&P? If not, try to find one to handle before purchasing.

Also, the CZ 75 has a model called the SP-01, it has an accessory rail. Two of my range buddies have the CZ75 SP-01 Shadow, its a great gun, shoots very well (maybe a little better than my CZ in 40).
