The use of Windex is common to neutralize the salts, which attract moisture, causing rust. It'll buy you enough time to do a good cleaning at home (hot water works great to rinse the corrosive salts). You're doing everything right after shooting corrosive man!
 
Not to mention that the old U.S. bore cleaner used to clean corrosive ammo residue was ammonia based.

Use the spray bottle of windex instead of the foamy stuff, it's cheaper.

You cannot neutralize a base with a stronger base. It is chemically impossible.
Windex works only cause it has more isopropylene alcohol/water solution in it, which dissolves salts. A little ammonia isn't going to damage the rifle and may get some of the crud out of a barrel. Make sure you DRY the barrel totally or yes you can set damage done by the ammonium compounds.

This is what I use: gun treatment spray followed by break free with a bore snake. that will rid your barrel of any salts!

You're not neutralizing a base when cleaning corrosive ammo residue, you're physically removing the salt by dissoving it in the cleaning agent. Water works just fine, ammonia will not assist the process.
What ammonia is good for is cleaning copper fouling . Just be sure to clean normally after using an ammonia product (eg Sweet's 7.62)

By treatment spray do you mean something water based? Oil based cleaning agents won't clean away corrosive salts.

I've never used anything more than Hoppe #9 on my sks and have no rust spots on it anywhere. I have a full crate of czech ball through it and it still looks as good as the day it came out of the cosmo. Maybe I'm just lucky. I always clean it while it's still warm from shooting and I clean everything until it looks absolutely spotless.
