I recently saw the FSN series of rifles...they seem to be the EXACT same gun as the CZ 858s expect they have a chrome lined barrel. Is this true?

Internaly different.
FSN Plum blued, restricted and also some different weld job to block the saftey. Also some models come with a steel gas block.
Oh ya they make great shorties cause there aren't no stupid drilled wholes in the side like the CSA's.

Tapped holes in the receiver machined to accept a scope mount make for a bad shorty?

CSA 11.5" Carbine. Looks/feels/works great. Just like pretty much every other model.
If you really don't want the free side mount yet cannot live with screw holes in the receiver, I think grub screws to cover them up are something like 8 cents each at Fastenal.
