First off, have you shot it yet? If not, I would leave it alone until you know if the sight is off center for a reason. My vz-58 sight is well off center to zero it correctly.
To adjust it you need a sight tool with a pusher in it. I bought the AK sight tool from One Shot Tactical, but they don't seem to have it listed any longer. It looks like this one from Brownell's:
There are cheaper pot metal C-clamp style ones sold for the SKS, but I have heard of enough of them breaking that I figured I would buy quality the first time and never worry again. The AK tool is bombproof and adjusts both my vz-58 and SKS sights.
Before you move it, check for the factory scribe on the windage cylinder. Mine was in the factory setting, and bench-rested, it fired dead on. Your mileage may vary.
All good points, I see form the factory scribe that it is slightly to the right. hense my curiousity on adjusting it but I haven't shot it yet but just wanted to be prepared for any necessary changes that need to be made.
