Yes. The steel magazines work in the Shadow 2 kit but not vice versa. Also, the plastic mags are much easier to load.

I have both the Shadow Kadet kit and the Shadow 2 Kadet II kit or whatever it's called. Both types of mags work in both setups. If you're talking about the straight up 22 Kadet pistol then I have no idea.
