CZ shooting low- Fixes??

Cz 85B, fitted Novak type rear sight, shooting 2.5 inches low at 7 yds, any suggestions on how to mod rear sight. Have a couple myself but open to other options other than fixing adjustable.

I think the CZ are sighted from factory for 25 yds, maybe account for some degree of being low. It could also be the sight picture you are using.

How did it shoot before the Novak rear sight? if it show to the point of aim and now shooting low you'll need a shorter front sight.
 
Firstly, are you shooting from a rest? If so and the gun is consistently impacting low you either need to raise the rear sight or lower the front. With your set up it would involve filing the front sight down. Here is the formula for calculating how much to remove. Unless you are set up to do it you might want to use a gunsmith or good machine shop to get the exact amount (in thousandths of an inch") off.

edit...I'd also try the gun from a rest at 20 and 25 yards and see if the results are staying in proportion with the issue at 7 yards.
