I obtained several of the real mags for my SP01 and blocked them to 10 rounds by way of a block pinned to the inside of the mag. Effective but a pain in the ass if you want to dissassemble the mag for cleaning as the block prevented the easy removal of the follower.

Here is a better solution. Got the idea from some glock mags I have from the early days of 10 round mags, this was their factory solution for a while.

I took a peice of stainless steel and formed a small mold just smaller than the inside of the magazine, filled it with fibreglass resin and set the spring in it. I made a small indent to keep the spring from going to the bottom so I would have about 1/2 inch of block with no spring for adjusting. This is still a work in progress, so I have no hard and fast measurements to share yet, but this first sample works great. 10.5 rounds and allows for the easy dissassembly and cleaning.

You should do some more tests and then come out with it as a product! Seriously, this looks like something I would buy.
 
depends on what is acceptable of "not easily modifyable".. you could in thoery just replace the spring with one anyone can order. you can also take a hammer, and break the epoxy off..

(I know it's probably just as easy to remove the pin in the mag, but heck, you can't expect logic to work with the CFC.. I'd call them and check with the techs to see if it's acceptable to them.. if it is, then it's good to go.)
 
well, so far so good. I took the first one, put 5 rounds in the mag and dropped it onto cement from shoulder height, 100 times. no fracturing or chipping of the resin. My later ones I added fibreglass cloth for strength and to resist any attemts to chip the block off the spring.
The mold is 2 inches in depth and I only insert to the back of the third coil. After grinding down the base of the block, the length, measured at the back of the plug is 1.75 inches. approx, I found that I needed to work my way down to the correct length for each magazine. I may drill and tap a hole into the block to allow for a screw when crossing borders. That should satisfy the vague, " need a tool to alter" criteria. Although I have yet to have a customs dude or security ever check mag capacity.
