CZ527 recoil pad and scope

My dad has a CZ527 .204 that he wants me to help improve. He wants to improve the length of pull on the stock, as he needs it at about 14-14.5". I would think a spacer would be in order (I was thinking black plastic- It would blend in better than a wood spacer).

But the thing that has me scratching my head is I believe the OEM pad is epoxied on, and I don't know how I can remove it short of grinding the pad off with a sander. How would you do this?

Problem 2: The eye relief for him is too close to see out of- it needs to be further forward for him, and the scope is already pushed as far forward as possible in the OEM mounts. I don't know about the mounts, but apparently, he claims they are sort of oddball (CZ Website specs the dovetails are 0.6"). I admit that I have not yet begun searching for any rings yet.

If it were my gun I would use a Limsaver slip on recoil pad first to see if it gave me the length of pull and eye relief for the scope.
I'm 6'5" tall so I have these pads on all of my rifles, they come in 3 sizes and I have more than a couple in each size, besides when you start messing with stock you can reduce the resale value some what. FS
