CZ75b shooting high and left (off a sandbag)

I have about 500 rounds through my CZ and since this is my first handgun, I just wanted to get consistent first before worrying too much about shot placement. The closest I can shoot from is 25 yards at my range so at first, I was happy just hitting paper.

Now I'm getting consistent groups, I've noticed that they are all high and left by about 4 inches each way. I thought it might be me but I shot it off a bag today and I was hitting the exact same spot. What are my options here? How would I go about adjusting the sights? They are just regular sights so I'm guessing I'd have to drift them over somehow? Is there a tool I can get for this?
 
Brass drift, move rear sight in direction you want bullet to land. First make sure the sight doesn't have a set screw (Shadow's do.. )

That will take care of windage, elevation will be a bit more difficult w/o fully adjustable.

BTW have you tried different ammo or better yet, reload?
 
Also, you can ask a good shooter at your range to try the gun out just to see if it's you or the gun. Windage can be adjusted by drifting rear sight, elevation is a different story, you may need a higher front sight. Try different ammo as it was suggested above too, before doing anything to your gun.
 
I have a CZ original and it had a bit of crap in the slide where the barrel goes through. It shot a little off due to that so I took a bore brush that fit (with a bit of nitro solvent) to it and it works great now.

Just an idea to try before you adjust the sights.
