I think the one's in the OP are just early versions of the latter. I think they (CZ) are trying to aggressively market it everywhere, so I can see a semi-auto version totally happening, they made semi only Skorpions for civvies right.

Yah, I read somewhere that they were planning on making a semi-only version for the American and European civilian market.
