D&T effect on receiver strength

Got a Husky with an FN action that has been D&T'd incorrectly. The spacing is in spec, but the the holes are not parallel to the barrel line (front hole is in the proper spot, but the rest go off-center to the left)

I am wanting to use a different hole spacing for the front base. How many holes is too many? How much can it weaken the action?

Technically removing material always removes strength. Under normal circumstances an extra hole will not effect anything. However, if you grenade the action somehow, it will be more likely to split and fracture from the holes. How far off center are the holes? Can they be opened up to 8-40?
 
As long as you don't drill trough the chamber, you should be fine. Just plug the unused holes.
 
I would use a base with different spacing. Use the front hole if it is centered, then drill a new one for the second screw. Three holes in a receiver ring should not be an issue.
