Your solutioin would be to find someone south of the border, have the bits shipped there, and then mailed to you. Now that does mean that Canadian customs doesn't create a hassle about those bits.

Off the top of my head I know that the only bits Canada Customs care about are receivers and parts for fully automatic firearms. My revolver parts were labeled as such an checked by Customs no problems, they just wanted their tax.
