De-watting a pistol

Local fellow called and asked what is required to have a restricted pistol (Webley 455) rendered inert for donation to a museum.
First off, the pistol barrel is swampy, no rifling to speak of, so the pistol isn't a major loss. The museum is a little "township" museum and likely is not registered, if required, to have firearms on site.
Is a private person able to render the firearm non-functional, and struck off record, for donation? If so, what is required?
 
Unfortunately no. The deactivation has to be done by one of the few RCMP "approved" gunsmiths. Once the work is done, then they submit a form and sign off on the work. The RCMP then take the pistol off the registry.
 
Semi-close to you is Marstar who does deactivations. They could probably help with this if you give them a call
