Small ball peen hammer and a case holder on a steel plate.Lee sells replacement decapping pins for their universal decaping die, I don’t see why you couldn’t buy one and use it by hand with a hammer.
I find lees universal to be the easiest if I’m decapping before I clean, for pistol brass I just clean first and remove primers as I resize.Small ball peen hammer and a case holder on a steel plate.
