Decocking a Tikka T3 rifle

If you mean lift the bolt handle up, depress the trigger and then lower the bolt handle, the answer is not likely.
However, no bolt action rifle should be carried with the rifle "decocked" and a loaded round in the chamber.
The firing pin is resting on the primer, slightly "loaded" by it's spring.
A bump or tap on the bolt, particularly in the shroud area, could conceivably cause an AD.
This "decocking" on a loaded round is practiced by some hunters and others, and is unwise.

I agree with Eagleye.... on one should attempt to ' decock ' any make of loaded bolt action.
Close the bolt over an empty chamber if decocking is necessary..

If my memory is correct, when the bolt is in half-####, the trigger will not pull....

in this case, maybe the OP can clarify what he means by decock? If you mean pull the trigger, then yes, the gun will go off.
 
If you close the bolt with the trigger pulled the hammer will not fire, but Eagleeye is right the firing pin may be resting on the primer, so not a 100percent safe thing. Just use the safety or ideally empty chamber.
 
I assumed it was unsafe to do but then I saw a video of the Blaser R8 (if memory serves me well) and they advertise decocking that rifle on a loaded chamber....!?
 
It could conceivably be done with a two piece firing pin. Obviously the actual "ignition" pin would need to be reverse spring loaded and would sit far enough back to be hit by the striker, but not so far forward as to allow ignition through direct contact. The striker itself the would have a shouldered stop preventing it from making a solid link between Primer, Ignition pin and Striker. Even if the tip of the firing pin sat only a few thousandths below the bolt face, you would have a very difficult time jarring the rifle hard enough to overcome the reverse spring pressure and generate enough force to set of the round. This would conceivable allow for a rifle to be safely decocked on a live round.
 
Blaser rifles use a different firing pin system, so the application is unique to them.
"Mauser" based bolt actions are the type we are discussing here.

The firing pin WILL be on the primer. Although it is unlikely to detonate a primer, it is stupid to consider carrying this way. All of us trying desperately to avoid bad gun press would implore you not to carry it that way.
