If you close the bolt with the trigger pulled the hammer will not fire, but Eagleeye is right the firing pin may be resting on the primer, so not a 100percent safe thing. Just use the safety or ideally empty chamber.
If you decock the Tikka T3 with a round in the chamber will it go off?
If my memory is correct, when the bolt is in half-####, the trigger will not pull....
In every Tikka I've owned the bolt will slam shut when the trigger is pulled with the bolt handle in the half cocked position
