I have used RL22 in several 30-06 rifles with 180 grain bullets and fed 210 primers. Never saw a reason to try anything else. It's a compressed load.
 
Get yourself a reloading book from your LGS. You'll get more information than you need to stay safe and all the specs you need. Obviously every rifle will be different.
 
Yeah, here's the thing....both powders will work well in 30-06. However, you need to work up your loads for your rifles for best accuracy. There's tons of information on the net on how to do this. What works well for someone else's rifle, may not be optimum for yours. You have to try various charge loads first then experiment with COAL. Primers have minimal effect IMHO. You have to do this for each of your rifles. If you decide to neck size your cases, then you need to seperate your cases for each rifle as well. If you have no reloading manual, you can use the Hornady Reloaders website here: http://www.hodgdonreloading.com/, I've found it very helpful. But having said that, I recommend to get at least two reloading manuals as well. I like Lyman's and Hornady's manual. Sierra's is also very good.
 
I load the 3006 with 150 sst, 168 match, and 185 Berger's, and use h4350 for all, fed 210 primers , and usually .005 to 0.020 thou off lands. H4350 is awesome for the 06, so is imr, but I prefer the h, due to temp stability. 57-58 with anything 168 and higher seems to always be my node.
 
you still have a lot to do gathering information and to learning before beginning in my opinion. As others have suggested, you should buy 1 or 2 relaoding books and read them before starting. You have two different rifles so your preference would go for a load which works for both. Slow burning powders are not recommended for BAR. The 'slower' you can get is H4350. If I had to choose one powder for both rifles, it would be this one at 57 +/- 1 grain. Other alternatives are IMR 4350 and IMR 4064. Sort your brass and weigh it.
 
You might want to rethink your bullet selection for moose. The ELD-X is ok for lung shots, but I would not use it if you are likely to encounter heavy bone.
 
4350 is a good temp insensitive powder well suited to those bullets and cartriges. CCI primers have harder cups giving you more ability to squeek velocity out of your loads without pressure signs. You are already 90% done. Nothing left to do but load development for your rifle. A ladder test will tell you where your nodes are.
 
ELDX bullets have a horrible reputation for hunting, I have talked to many who tried them and were extremely disappointed, a regular Interlock flat base, Speer Grand slam, or Nosler Partition would be a better choice for moose, shots limited to 300 yards are no problem even with the superb Hornady 220 RN.

Mine for sheep and caribou and when I’m out(factory ammo bought on sale) I won’t use them again!
 
ive goten a good many one shot kills on moose in the 200-300 range using 180 gr accubonds and a stout charge of imr4350. Some have been through and through and others are usually just under the hide on the far side. Imr 4350 and 180gr bullet is a perfect match in the 06. Imr 4064 is also a great powder in the 06
