Looks like the basic handmade stuff available to CF members in 4CMBG Germany handed out at "Rotation Parties". Not sure about that cap badge upper right.....I have seen it before but cannot remember where, hmmm....
 
Well that's an odd one. Any chance it was a local (unit) thing. Looks like a German eagle.Latin "Sometimes everywhere" Service battalions don't have their own cap badges. Or am I just old and out of date

It is a local unit badge, never worn on the uniform. The Svc Bns use a local badge to identify themselves, no single cap badge will work.
