If you can't lower your rear sight any further, you'll have to put on a taller front sight. 1/8" taller should give you more adjustment.
 
As fire@will mentioned, you likely need a higher front sight. An easy way to figure out which sight height to go with, is to Google: "How to calculate front sight height". This should lead you right into the Brownell's you tube video, that explains the process. Or, go to the Brownell's site and look up: "Sight height calculator". Same info.

While you're there, you can also reference : "M94 front sight blade specs", for even more info. This should give you a good starting point to compare to your current sight. Your choice of sight will also depend on whether your rifle features a ramp, or plain dove-tailed (non-ramped) front sight.

You need to know the range in inches. If you're shooting at 100yds, that's 3600 inches. Divide that by your sight radius in inches. As an example, the sight radius on one of my 94 carbines is 16". 3600/16 = 225.

Now take the distance you want to move your point of impact, in your case 12" and divide that by the factor of 225. That give you a figure of .053" which is how much you need to move your foresight up, or your backsight down, to move your p.o.i. one foot. I would round that up to the nearest full fraction, which would be 1/6" or .062".
 
Someone shooting very slow heavy cast projectiles previously and altered the front ? Do you handload or know someone that does , the 30/30 can be very accurate & hit with authority within iron sight ranges .try some 170 gr to start and see if gets close ?
 
shoots a foot high no matter what !!

Something is wrong if you gun constantly hits a foot high no matter what you do? It doesn't even matter that you don't say the distance.... something is very wrong?

Have you seen any strange lights in the sky near the vicinity of your shooting spot? There could be some sort of anti gravity tractor beam at play given the suggestion that no matter what you do your shots all hit a foot high!!!
 
Pretty damn annoying when people do that, so nobody knows what the issue was afterwards and anyone with the same issue won't be able to reference the thread.
 
It seems to me like it should be an infraction for deleting or completely changing the OP like this and a few threads in the News Digest.
 
The first person to reply to a thread should quote the OP so we can see what it was about after its deleted.

His rifle was shooting high and he wanted to know why it wasn't changing when he adjusted the sights. I assume he was moving the sight the wrong way and figured it out from the first few comments and felt embarrassed so delete.
