I would say your friend got a reliable SKS that is performing as designed.If you're current SKS isn't shooting well anymore then just throw it in the garbage and get a new.... or use the old one as a display piece.
I have a friend that has a Chinese SKS that he as put 8 creates for the Czech Surplus stuff though it and it still shoots the same ####ty 5inch groups at 100 meters since the day he got it. I would never worry about rebarreling one since they don't shoot well to begin with. Good plinking guns though.
+1. Then sell the parts of the rest of the rifle on the EE and you'll end up with ammo and a free barrel.
