Fancy! And a bit pricey. But a handy thing to have.
I've seen simpler plier type designs of homemade tools that work in much the same way. Keep meaning to make one but haven't got to it. Usually use a Lee depriming rod from a die set and a hammer.

There are many hand held "de-cappers" out there, they are used by BPCR shooters that want to decap "in the field" and soak their cases there as well. Brass cases, dirty with black powder fouling are best cleaned quickly with soapy water. Most other reloaders are best served with using a deprime/sizing die which accomplishes more at one time.
