No. That's not the case. If it were, the same could be done with countless other guns that have been prohibited in the last 5 years. Anything currently on the market in a manually operated AResque action, is on proprietary reciever.

You cannot convert an AR to a straight pull. It's still prohibited. You can however buy a a MRA Renegade receiver set and build it using AR parts
 
Reckon the PC9 solution would be a bolt gun that uses the stock and barrel/forend from a PC9.

The receiver is the prohibited bit, no? A conversion is a non-starter. But a dedicated bolt-action receiver that uses a bunch of Ruger parts would at least be a place for part of a $1200 purchase to live on and be useful.

I don’t think so. I think they would just need to test it with the 44mag. If that works, the rest are just a matter of mag feeding ramps, magazine fit, bolt face diameter. If it’s purpose built around 9mm then it’ll be a lot of work. If it work with 44mag it would handle all the others.
