The general consenses south of the border seems to be:
Izhevsk
Tula
Romanian
Pre 70s Chi-Com
M59
Albanian
Norinco
M59/66

They don't think too highly of the Yugo down there. But then most of the ones imported were in pretty bad shape by the sounds of things.

Rashid U.A.R or Irak (ex-aequo or very close second)
Russian SKS (all factories)
Sino-Soviet SKS (again, very close second to Russian SKS if not ex-aequo)

Yugo SKS first generation (without the grenade launcher)
Chinese Military SKS
VZ-58 and variants
Yugo second generation
Chinese current export SKS
Didn't include any AK variants, we're not in a "free" country...
(Oh, yes BTW, is there a "Canada Approved" variant of the Valmet in 7,62x39?)

Yes, the Valmet M78 was available in Canada in 7.62x39 with a stamped receiver. They are rarer than the .308 versions though and sell in the $5000-6000 range when available.

not too hard to come by a mint 59/66 down here. They do seem to have many more feeding issues than the ruskies.
