Different points of impact

i have a friend loading a 7mm mag. he is using h1000 and retumbo for his loads. however while the vertical POI is the same one shots to the right and one shots to the left. any one have any suggestions of why this is happening?
 
Harmonics vary with the specific load,the barrel may move vertically and horizontally,so the point of impact could change both horizontally and vertically.

+1. When the barrel whips during the shot, it moves both horizontally and vertically, so the POI change could be anywhere between two different loads.

It does not matter what component you change, primers, bullet weight, bullet style, bullet manufacturer, case brand, etc.

Chances are, if you change any one thing, you will have a different point of impact. Just the way it is.
