I was reloading today when I had some brass that was not decapping, so I lowered the decapping pin a little and still not decapping. I though about it for a few and realized that the primer was not dropping off the decapping pin and on the up stroke it would enter the primer pocket and on the next stage it would re seat as if it did not decap at all. I'm dismissing it as the casing was reloaded to often even though the casing looked great. Any body else ever run into this.
 
it could be the decapping pin is to "sharp." take a file and round it off a bit so that it does not :stab" the primer. it should just push it out.
 
Thanks for all the help guys. I think I found the problem, I'm using RCBS dies which have a blunt decapping pin. I decided to sharpen it a little something like a finishing nail but not as pointy and it worked like a charm. No more re seating the used primer again.
